The two types of Power BI Premium plans—Premium Per User (PPU) and Premium Per Capacity (often called the Bundle Plan)—offer different approaches to licensing, access, and features.

2. Access and User Coverage


  • Premium Per User (PPU):Only users with a PPU license can access Premium features, including sharing content with other PPU users.Users without PPU or Pro licenses can’t view reports or dashboards created by PPU users.
  • Premium Per Capacity (Bundle Plan):Allows unlimited content sharing within the organization, so free Power BI users can view content without needing individual licenses.All employees, regardless of license, can access published content if they are within the organization's Premium workspace.

  • Premium Per User (PPU):No dedicated capacity is provided; instead, PPU users leverage shared cloud resources.This can be a limitation for large datasets or high-performance requirements, as it doesn’t provide the dedicated resources that Premium Per Capacity does.
